Waiting Ticket Confirm Hoga Ya Nahi? Chart Kab Banta Hai, RAC, Refund
Short answer: A waiting-list ticket gets confirmed when a confirmed passenger cancels or a quota's seats go unused; RAC passengers get freed berths first, then the waiting list in order. The first reservation chart is prepared by 8 PM the previous night for trains leaving between 5:01 AM and 2 PM, and at least 10 hours before departure for other trains; the final chart comes about 30 minutes before departure. If every passenger on an e-ticket is still waitlisted after charting, the ticket is cancelled automatically and refunded minus clerkage of ₹60 per passenger (plus GST in AC).
Seedha jawab: Waiting ticket tab confirm hota hai jab koi confirmed passenger cancel kare ya quota ki seat khali rahe; pehle RAC ko berth milti hai, phir WL ko. Pehla chart: 5:01 AM–2 PM wali trains ka pichhli raat 8 PM tak, baaki ka kam se kam 10 ghante pehle. Chart ke baad bhi poora e-ticket waiting ho to auto-cancel aur refund (₹60/passenger clerkage kaat kar).

FAQ
Waiting ticket confirm hoga ya nahi kaise pata kare?
Koi pakka % nahi hota. Waiting list cancellation aur khali quota se aage badhti hai; PNR status chart banne tak badal sakta hai. Pehle chart ke baad status saaf hota hai, aur final chart tak khali berth book ho sakti hai.
Train chart kab banta hai?
5:01 AM se 2 PM ke beech chalne wali trains ka pehla chart pichhli raat 8 PM tak; baaki trains ka kam se kam 10 ghante pehle (Railway Board, Dec 2025). Final chart departure se lagbhag 30 minute pehle.
What happens if my e-ticket is still waitlisted after the chart?
If every passenger on the PNR is still waitlisted, the e-ticket is cancelled automatically and refunded to the paying account minus clerkage. You are not allowed to board with it.
Waiting ticket cancel karne par kitna paisa katta hai?
Uske baad refund nahi.
What is VIKALP?
An opt-in scheme: if you are still fully waitlisted at first charting, you can be moved to an alternate train that has vacant berths.
Transcript (English subtitles)
0:00 Will my waiting ticket get confirmed?
The ticket is booked, but the status says waiting list 37. The journey is the day after tomorrow. One question: will it confirm? And if it does, when will you know?
0:12 How early can you book? 60 days
Start with booking. Since 1 November 2024, reservations open 60 days before the journey, excluding the journey date. Earlier the limit was 120 days. Railways gave the reason: about 21% of bookings made 61 to 120 days ahead were being cancelled, and 5% of passengers neither cancelled nor travelled. All of this runs on one system, the Passenger Reservation System, PRS. Per the government, today's PRS books about 25,000 tickets a minute, and the new system CRIS is building is designed for more than four times that. And so ordinary passengers get a fair chance, since 1 October 2025 only Aadhaar-authenticated users can book general reserved tickets on the IRCTC website and app in the first 15 minutes after booking opens.
1:24 What do CNF, RAC and WL mean?
Per the Railways, tickets are issued first come, first served. While confirmed berths last, you get a confirmed ticket. After that, RAC, and then the waiting list. RAC means Reservation Against Cancellation. You can travel on an RAC ticket, but one berth is shared by two RAC passengers. And waiting list means no seat in your name yet. Just a number in a queue. Interesting detail: when a waitlisted ticket confirms against a cancellation, the status just says confirmed, with no coach or berth. The berth is allotted when the first chart is prepared, to keep a booked party together where possible.
2:17 How does a waiting list ticket get confirmed?
Now the real question. How does the waiting list move? Per the Railways, RAC and waiting-list status updates automatically, for two reasons. Reason one: a confirmed passenger cancels. That berth frees up, goes to the person at the front of the queue, and everyone behind moves up one step. Reason two: quotas. Seats in one class are split into different quotas. If a quota's seats go unused, they can be released to waitlisted passengers. One of them is the Emergency Quota, a few berths kept aside. Per the Railways, they go first to high officials and MPs by order of precedence, then by urgency: government duty, bereavement, illness or a job interview. The queue length has a cap too. Per a Railway Board circular of June 2025, the waiting list can be at most 60% of capacity in AC classes and 30% in non-AC classes. Why? Per a senior Railway Board official, on average fewer than one in four waitlisted passengers get a confirmed berth.
3:48 What do GNWL, RLWL, PQWL, TQWL mean?
Now look at the code on your ticket. GNWL is the General Waiting List. RLWL, Remote Location. PQWL, Pooled Quota. And TQWL, the Tatkal Quota waiting list. These are separate queues for separate quotas. The remote location quota is for certain important stations on the route; the pooled quota is for journeys between certain intermediate stations. A railway official told the Indian Express that RLWL and PQWL are cleared after the general waiting list. So GNWL 20 and RLWL 20 are not the same.
4:39 How do vacant Tatkal seats reach WL?
Now Tatkal. Tatkal booking opens one day before the journey, counted from the train's originating station: 10 AM for AC classes, 11 AM for non-AC. Since 1 July 2025 only Aadhaar-authenticated users can book Tatkal online, and since 15 July an OTP is also required. Agents can't book Tatkal in the first 30 minutes. But here's the real link. Under the Railway Board's Tatkal rules, Tatkal booking is open only until the first chart. At charting, any vacant Tatkal berths are released to RAC and waitlisted passengers. Those passengers pay no Tatkal charge. On the flip side, cancelling a confirmed Tatkal ticket gets no refund. The Tatkal charge is 10% of the basic fare in second class and 30% in other classes, within a minimum and maximum. In sleeper, for example, ₹100 to ₹200.
5:56 When is the train chart prepared? 10-hour rule
Now the moment everyone waits for: the chart. Per a Railway Board circular of December 2025, for trains departing between 5:01 AM and 2 PM, the first chart should be ready by 8 PM the previous night. And all other trains, departing from after 2 PM until 5 AM, get their first chart at least 10 hours before departure. This is recent. The first chart used to come only 4 hours before departure. In July 2025 it became 8 hours, and in December, 10 hours. Then comes the final chart, 30 minutes before departure. Until the final chart, anyone can book vacant berths. That's why the PNR page itself says that until the final chart is prepared, the current status may upgrade or downgrade.
7:01 Still WL after the chart? Refund and VIKALP
Say the chart is out and your e-ticket is still fully waitlisted. Under IRCTC rules, the names are dropped from the chart, the ticket is cancelled automatically, and the money goes back to the paying account, minus clerkage. Clerkage is ₹60 per passenger, plus GST in AC classes. Most important: with such a fully waitlisted e-ticket you're not allowed to board. If caught, you're treated as travelling without a ticket. If some passengers on a ticket are confirmed and others waitlisted, all names appear in the chart. A waitlisted passenger who doesn't travel can get a TTE certificate and file an online TDR within 72 hours of arrival. One option few people use: VIKALP. At booking, or before charting via booked-ticket history, you can choose up to seven alternate trains leaving 30 minutes to 72 hours after yours. If you're still fully waitlisted after charting, you can be shifted to one of those trains if berths are free. No extra charge, no refund of any fare difference, and either all passengers on a PNR move or none. Per the government, in financial year 2022-23, up to February, 43,803 waitlisted passengers got berths through this scheme.
8:47 Waiting ticket cancellation charges
What if you cancel yourself? On a waitlisted or RAC ticket, up to 30 minutes before departure only clerkage is deducted, ₹60 per passenger. After that, no refund. For a confirmed ticket cancelled more than 48 hours ahead, a flat charge by class: ₹240 in AC First, ₹200 in AC 2-tier, ₹180 in AC 3-tier and chair car, ₹120 in sleeper and ₹60 in second sitting. GST extra in AC. Between 48 and 12 hours, 25% of the fare; between 12 and 4 hours, 50%; in both cases at least the flat charge. With less than 4 hours left, no refund on a confirmed ticket. One subtlety: if your waitlisted ticket got confirmed before the final chart, cancelling it follows confirmed-ticket rules, not just the ₹60 clerkage.
9:57 Confirmation chances: 4 myths
Myth one: under WL 20 means sure confirmation. There's no such rule. The Railways say confirmation chances vary with peak and lean season and the type of train. Myth two: a prediction is a guarantee. The confirmation estimate on IRCTC comes from a machine-learning model built on two years of waitlist data. It's a probability, not a promise. Myth three: every waiting list is the same. No. GNWL, RLWL and PQWL are queues for different quotas. And four: once the first chart is out, nothing changes. Vacant berths can be booked until the final chart, and status can still change.
10:52 Recap
Today's answer: the waiting list moves through cancellations and unused quota. Vacant Tatkal berths go to RAC and WL at the first chart. The first chart is by 8 PM the night before for morning trains, at least 10 hours before for the rest. And a fully waitlisted e-ticket is auto-cancelled after charting and refunded minus ₹60 per passenger. All sources, from the Railways, IRCTC and PIB, are in the description. This channel is not affiliated with Indian Railways or IRCTC. Next question: why does the website slow down at Tatkal time? Your question, the system's answer. This was BharatQe.

1:24 CNF, RAC, WL
2:17 Waiting list
3:48 GNWL, RLWL, PQWL, TQWL
WL? Refund, VIKALP
