UPI Payment Failed, Paisa Kat Gaya? Refund Kitne Din Mein Aata Hai (RBI T+1/T+5)
Short answer: If a UPI payment fails but money is debited, RBI rules say a transfer to a person (P2P) must be reversed automatically by T+1 day and a payment to a merchant or QR (P2M) by T+5 days, where T is the calendar date of the transaction. If the bank misses that deadline, it must credit ₹100 for every day of delay, on its own, without waiting for a complaint (RBI circular RBI/2019-20/67, 20 Sep 2019, in force since 15 Oct 2019).
Seedha jawab: UPI payment fail hua aur paisa kat gaya? RBI ke niyam ke hisaab se person ko bheja paisa (P2P) T+1 din tak aur dukaan/QR payment (P2M) T+5 din tak apne-aap wapas aana chahiye. Deadline ke baad bank ko har din ki deri ke ₹100 bina complaint ke dene hote hain.

FAQ
UPI payment failed but money debited. What happens now?
Usually the debit happened but the credit was not confirmed. Under RBI rules, a transfer to a person must be reversed automatically by T+1 day and a merchant/QR payment by T+5 days (T = transaction date).
Is there compensation if the UPI refund is late?
Yes. After the T+1 or T+5 deadline, the bank must credit ₹100 per day of delay, on its own, without waiting for a complaint.
Refund na aaye to complaint kaise kare?
UTR/transaction ID note karein, usi app mein complaint karein, phir PSP bank, apna bank aur NPCI (UPI Help). 30 din mein jawab na mile ya jawab se santusht na hon to RBI Ombudsman: cms.rbi.org.in, toll-free 14448.
Should I pay again if the UPI payment is pending?
Check the payment status in the app history first. A pending payment is still inside the system and will either reach the receiver or come back, so paying again can lead to a double payment.

0:00 UPI payment failed but money debited?
Payment failed. But your bank sent a message: the money's been debited. The shopkeeper says, I didn't get anything. So where is your money right now?
0:12 What is UPI? (NPCI, 2016)
UPI stands for Unified Payments Interface. It's run by NPCI, the National Payments Corporation of India. It was launched in Mumbai on the eleventh of April, two thousand sixteen, with RBI Governor Raghuram Rajan present. That day's press release made a big promise. Instead of a bank account number and IFSC, an email-like virtual address you could use both to send and to request money. That's today's UPI ID, like name at the rate bank. Now look at the scale. By NPCI's own figures, in September twenty twenty-six alone, UPI handled more than twenty-four billion transactions. The total value was about twenty-nine point four lakh crore rupees. And seven hundred and fifty-six banks were connected to the system. That's roughly eight hundred million payments a day on average. In a system this big, even if one payment in thousands gets stuck, it becomes a problem for lakhs of people. That's why it's worth understanding how it works.
1:31 How does UPI work? The 6 players
When you send someone even one rupee, six kinds of players work behind it. First, your UPI app. Second, the bank standing behind that app, called the payer PSP, the Payment Service Provider. Third, NPCI's UPI switch sitting in the middle, connecting everyone. Fourth, your bank, where the money is debited from, called the remitter bank. Fifth, the receiver's bank, the beneficiary bank. And sixth, the receiver's PSP and app, called the payee PSP. One important point. Under NPCI's rules, every UPI transaction goes through NPCI, even when both people bank with the same bank.
2:25 What happens before you tap Pay?
Let's make a payment. You scan the vegetable seller's QR. But a lot has already happened before you enter your PIN. When you first set up the app, your phone and SIM were bound to your account. This is called device binding. Then, as soon as you scan, your app asks NPCI: whose UPI ID is this? And the screen shows the name that's recorded with the receiver's bank. By the rules, it must show the bank's name, not the name printed on the QR or a nickname you saved. That's your first line of protection. Always read the name before you enter your PIN.
3:16 Where is your UPI PIN checked?
Now comes the PIN. The screen where you type your PIN is actually a secure NPCI library called the Common Library. The PIN is encrypted right there, locked up, and travels onward as a coded packet. Only your own bank is responsible for opening this packet and checking the PIN. The rules split it clearly: the payer PSP secures the phone and app, and the remitter bank checks the PIN. And that leads to a very useful point. Your PIN is permission to take money out of your account. You never need to enter your PIN to receive money. If someone says enter your PIN to receive money, understand that something is wrong. Similarly, between ordinary people, that is person to person, the collect request feature is no longer allowed under UPI rules.
4:20 How does the money actually move?
Now the real journey. The PIN packet goes from your app to the payer PSP, and from there to NPCI's switch. NPCI sends your bank a message called Request Pay. Meaning: check this customer's PIN, and debit this amount. Your bank checks the PIN and the balance, debits the money, and sends a response. NPCI's rules give fifteen seconds for this response. Then NPCI tells the receiver's bank: credit this amount to this account. It also gets fifteen seconds. The bank credits the money and says yes. And finally, NPCI tells the apps on both sides that everything went fine. That's when you see the green tick on your screen, and the vegetable seller's speaker announces it. So remember, a payment has two parts. First, the money leaving your account: the debit. Second, the money landing in the other account: the credit. And the rest of the story happens between these two parts.
5:35 How do banks settle UPI payments?
But here's an interesting thing. Money leaves your account instantly and the receiver gets it instantly, but the real money between banks is not settled at that moment. NPCI adds up and nets the day's transactions to see how much each bank owes in total and how much it should receive. Then this net amount is adjusted in the banks' settlement accounts in RBI's RTGS system. This happens ten times a day, in separate cycles. That's why every bank has to keep enough money in its settlement account. You and I see payments in seconds, but behind the scenes this accounting between banks runs all day. For you, UPI is instant; for banks, it's a ledger that never stops.
6:31 Why does "failed but debited" happen?
Now back to our question. Payment failed, but money debited. Most commonly it means the debit part happened, but the response for the credit part didn't arrive in time. Maybe the receiver bank's server was slow, the network dropped, or it timed out. Then the transaction goes into a pending or deemed status. The money hasn't vanished. It's inside the system, and its final outcome is still to be decided. Either the credit to the receiver is confirmed, or the money comes back to your account. And if the receiver's bank can't credit the money at all, the money moves in the opposite direction. This is called a reversal. Under NPCI's rules, banks get ten seconds to respond to the reversal message. In most cases this reversal happens without you doing anything. For this, NPCI itself asks banks for the status of stuck transactions. And the app's bank has a rule too: the first status check after sixty seconds, and at most three times, preferably within two hours. So if a payment gets stuck, before you immediately send the money again, check that payment's status in the app's history.
8:02 How long does a UPI refund take? T+1/T+5
And what if the money still doesn't come back? That's where RBI's rule comes in, from a circular dated twentieth September twenty nineteen, in force since fifteenth October twenty nineteen. It sets refund deadlines for every payment system. Case one: you sent money to a person, it was debited, but didn't reach their account. Then the receiver's bank must return it automatically by T plus one day at the latest. T is the transaction day, and these are calendar days, holidays included. Case two: you paid a shop or merchant, the money was debited, but the confirmation didn't reach the merchant. Then the automatic refund limit is T plus five days. And if it's later than that, compensation of one hundred rupees is due for every day of delay. Most importantly, the circular says this compensation should go to the customer's account automatically, without waiting for any complaint or claim. Keep in mind, these deadlines are the outer limit. The circular asks banks to try to resolve it sooner. Here it is in one table.
9:29 No refund? How to file a UPI complaint
Now, if this happens to you, what should you do? First, note your UTR or transaction ID, the date and the amount. Second, raise a complaint on that transaction in the same app you paid from. In NPCI's escalation order, if the app doesn't resolve it, the next step is the PSP bank, then your own bank, and then NPCI. NPCI has also built a service called UPI Help, where you can check the status of a stuck transaction, and raise and track a complaint. As soon as you file one, you get a complaint reference number. Keep it safe. And if your bank doesn't reply within thirty days of your complaint, or you're not satisfied with the reply, you can complain to the RBI Ombudsman at cms dot rbi dot org dot in. The service is free. And for help, RBI's toll-free number is one four four four eight. Just one thing: a complaint to the Ombudsman has to be filed within ninety days of that deadline running out. So don't wait too long.
10:51 Recap
So, today's answer. In UPI, your money passes through six players. Only your bank opens your PIN. A payment has two parts, debit and credit, and most problems happen between them. And if money gets stuck: T plus one for payments to a person, T plus five for payments to a shop, and after that a hundred rupees a day. All sources, RBI and NPCI documents, are in the description. This channel isn't affiliated with any payment company, and this video is for information only. Next question: how does a waiting-list ticket get confirmed? Your question, the system's answer.
